Marshall Chalmers
Associate General Counsel
As Associate General Counsel, Mr. Chalmers provides advice to the following units and colleges:
- Vice Provost for Academic Affairs, Academic Programs, Registrar’s Office, Honors Program, Office of Student Financial Aid, Tifton, Griffin, and Gwinnett Campuses, and UGA Libraries (divisions of the Senior Vice President for Academic Affairs and Provost)
- Office of Instruction
- Enterprise Information Technology Services
- Franklin College of Arts and Sciences
- Grady College of Journalism and Mass Communication
- School of Public and International Affairs
- College of Agricultural and Environmental Sciences
Additionally, Mr. Chalmers has responsibility for the following areas:
- Freedom of Expression / First Amendment
- Clery Act Compliance
- Copyright and Trademarks
- HIPAA / Privacy
- Computer Use and Security
- FERPA
- Conflicts of Interest
- State Business Disclosure
- Licensure / Accreditation
- Contract Review, including Telecommunications and Procurement
Prior to joining the Office of Legal Affairs, Mr. Chalmers had careers in education and in private legal practice. Mr. Chalmers worked as a high school social studies teacher at George Westinghouse Technical High School in Brooklyn, New York. After receiving his law degree, Mr. Chalmers practiced corporate and securities law for the international law firm Freshfields in London, UK, and then for Alston & Bird in Atlanta, Georgia.
Mr. Chalmers received bachelor’s degrees in history and political science from the University of Georgia and his juris doctor from Harvard.
