As General Counsel, Mr. Raeber serves as chief legal counsel for the University and is a member of the University’s Cabinet. He serves as the office’s primary liaison with the Office of the President, with legal counsel for the Board of Regents, and with the Office of the Attorney General on litigation matters. Mr. Raeber also serves as General Counsel to the University of Georgia Athletic Association and as the Association’s liaison with legal counsel in the Southeastern Conference. In addition to these responsibilities, and the general supervision of the Office of Legal Affairs, Mr. Raeber provides guidance to the following units and colleges of the University:

• Drafting and interpretation of policies related to research activities

Mr. Hall also serves as Associate General Counsel to the University of Georgia Research Foundation. His office is located at the Paul D. Coverdell Center.

 

As Assistant General Counsel and Counsel to UGA Foundation, Mr. O’Brien provides advice to the Vice President for Development and Alumni Relations and to the Foundation on a variety of legal, governance, and regulatory issues. His office is located at One Press Place.

 

As Senior Counsel for Research, Ms. Orbock provides advice to the units of the Office of Research. Ms. Orbock’s areas of responsibility include:

• Sponsored Projects Administration
• Intellectual Property Licensing
• Technology Transfer and Entrepreneurship Activities
• Research Compliance Requirements

Ms. Orbock also serves as General Counsel to the University of Georgia Research Foundation and as Director of Operations for the Office of Research. Her office is located at the Paul D. Coverdell Center.

As Legal Administrator, Ms. Smith manages the day-to-day operations of the Office of Legal Affairs, serving as Chief Business Officer and HR Liaison. Ms. Smith provides executive support to Mike Raeber and Haley Robison and manages special projects, annual reporting, litigation and claims records, and responses to audit requests. Additionally, Ms. Smith manages the Residency Appeals Committee, and serves as Safety and Security representative for the unit.  

Ms. Ziegenfuss serves as the principal point of contact and liaison for the University’s contract review process. Ms. Ziegenfuss manages the appeals for Educational Affairs Committee (EAC) appeals. Ms. Ziegenfuss also provides administrative support to attorneys Brooke Savage, Amy BeMent, and Susan Wells. 

As Legal Specialist and Records Manager, Ms. Tate serves as the principal point of contact for the Office of Legal Affairs, and provides executive and administrative support to attorneys Mike Raeber, Natalie Cox, and Marshall Chalmers. Ms. Tate also coordinates the Grievance and Disciplinary Review Committee, assists with the review and processing of Board of Regents appeals, and assists with special projects and website management.
